Chemical Castration or Headline Deflection?

It seems like a policy many of us would like to hear - how about we chemically castrate rapists?

Sex offenders could face chemical castration and thousands of offenders will be released after serving a third of their jail term, under plans proposed in a sentencing policy review set to be accepted by ministers.

The key word in this sentence is “could” because rapists will NEVER be involuntarily chemically castrated but on other hand thousands of offenders WILL be released from prison after serving one third of their sentences. It’s sleight of hand and they think we are too stupid to see it!
