For some pensioners, especially those with big fat public sector pensions, the winter fuel allowance is pin money, and for those that it isn't I would expect their children, if any, would see them right. My das is in a care home now, so will be fine.
It should be targeted at only those in need, say with income less than £20k, and I'm sure the DWP have access to this information from people's HMRC accounts.
But maybe it's not as simple as that, I don't know, but who wants to be reliant on a state which is run by psychopaths and demons?
I hope that friends, neighbours and family will make sure anyone vulnerable is ok.
