If it can’t fund itself - cut it! All other Charitable events have to provide their own security. If people want a Carnival like this, transfer it to the Caribbean as a tourist attraction.
I understand that among many of the wealthier residents who live there , they literally board up their houses and leave for the entire duration of the annual stabathon.
Why does it need any money from the taxpayer at all?
